I saw that article.

Can't say that I have any solid facts that can refute the claim, but I just wonder what the historical track record for on-time project completion those managers have?

My experience has been that when you ask for historical comparisons ("How well have you turned out projects in the past?") the typical response is a puzzled look.

My experience has been that projects are reported on track right up until they're to go live & then huge slippages are suddenly discovered. Maybe it's just been my luck to work in below average shops...but that's certainly not what they told me in the hiring interviews. <g>
