I don't believe this is correct. The 2Q (dismal) results were reported 7/23/98, and the purchases were made on 7/27/98.

In a public company 48 hours after earnings announcement you can trade. unless of course there is further Insider Information that would require you to stop trading. Their trading window is typically 30-45 days before next quarters initial results (internal)make you an insider again.
