As feature sizes get smaller, fabs need new implanters and other equipment to produce wafers.
I have talked to engineers who work for customers of Eaton as well as (former) employees at the Austin plant which is closing. The fabs have been able to reduce feature size with the current implanters as well as the rest of the current equipment.

It is true that the slowdown in equipment sales is tied to reduced demand for chips. The ability to reduce feature size on the current machines means that demand for new semiconductor equipment will lag a recover in chip sales, hence the yearlong drought in future sales.
