The fabs have been able to reduce feature size with the current implanters as well as the rest of the current equipment.

When moving to a new wafer size, the fabs are forced to buy new equipment right then. Smaller features sizes will over time cause new equipment to be bought also, but there is more flexibility in stretching out the life of an old implanter and living with its limitations. Therefore in a time of low capital expenditure budgets they will try hard to find ways to stretch old equipment. Eventually it will need to be replaced to support the complexity of new processes, but there is more flexibility in when the replacement has to be done. That's good news long term, not so good short term.
