Seems like I recall this being the case with TW's Axs subsidiary, even prior to '94 where a number of 5E's were bought and sold as a part of this "deal."

Am I far off here? Curious as to which initiative you're referring to. I'm aware of the details of the franchises sought at that time, and the particulars of the Rochester and NYCity undertakings. A lot of energy was spent there by many...
