borrowed for short sellers.

My broker, Investex, has told me that I must either put all of my shares of all of my stocks in a cash account or in a margin account. They claim that if I put all of my shares in a cash account, I will no longer be able to use my margin account. Is this a line of crap or what?? I've been trying to move shares for quite a while and they keep trying to make things so complex and convoluted that I don't do it...
