Interesting comment. This is the approach being taken by China and will be a major contribution to the 8% growth this year. Like the US in the '30s, they have the need for infrastructure improvements. This likely is not the solution for Japan, but would be for most other emerging markets and, like in the US, it would provide long term benefits to the economy.

IMO the IMF should worry less about the banks and put more consideration to this line of thinking.
