No time frame was ever set. Neither DCI or anyone else has any idea how long a QP can take. It depends on what is being worked on and how many different entities and lawyers are involved. Last years QP started in early Sep. and ended in mid Nov. It was not anticipated to have gone on anywhere near that long but circumstances dictated that it did. There can always be last minute snags that hang things up. Now, in light of all that, this QP could end anytime from now till whenever. Joe has a knack for doing the right thing and taking all the time he needs to get it done his way. I am content to see it end when all is said and done and not a moment sooner. LONG AND STRONG!!!
