Gdichaz:

What report indicates the INSURER is Russian? Very few companies make up the leaders in the launch/sat insurance industry. Typically, the insurance is offered by an agent, and underwritten by a major, and reinsured up the wazoo. Any one companies exposure will be relatively small. I also highly doubt that there is any problem with Russian law. SS/L-G* is being insured, not Zenit. They typically buy insurance in a package for multiple launches. It is likely that the insurance for the Delta launches was the same. I wouldn't wory that some busted Russian insurance company is unable to pay. Until you get the facts, don't believe it.
