It would be relevant if the RS remained negative while the market was bullish for a long time period.

Dell has never had a negative RS before. The longest Cisco had its RS negative was in February and March of '97 a little over two months. It has always been on a buy signal. An RS in O's and on a sell is very dangerous. Cisco is in O's and on a buy. FYI etc.
Cisco's RS is already improving but it is still trading below the trend line. In other words we still have our eyebrows raised watching this one but trading it is fun.

Comparing the two would be like speaking in generalities.
