Actually, Bruce, you are wrong, you may not want to buy, but you will get "rights" that will have a market value (like a call) and you may sell it someone else who may want to buy. Once the buying price is fixed, you can be sure that a lot of people are going to make sure the price does not go under that so that the whole rights offering is subscribed. Then, the percentage in the hands of the public and Veba will stay the same. The dilution to current holders will be a function of the set offering price.
