I think bad news for the apps business is actually good news for Oracle apps. Oracle was losing its large apps installed base when companies felt they needed the latest and greatest ERP. I dont know of many Oracle apps shops lately that have switched and it is a lot less likely it seems now than in the past.

Of course Oracle is still going to have to learn how to run an apps business to compete with psft and sap... y2k IT diversion wont protect them forever. I want to see one thing that Oracle apps can do better than Sap or Psft.
