Well you can at least do some means testing. Fairness does not include the tremendous returns the elderly are reaping off those programs at the expense of everybody else. I say, do a means test, if you are over the means test in terms of wealth, you get your money back with a reasonable rate of compounded interest. Those that need it get full benefits.
