Peter, I'm not entirely sure about your definition of "special protection" but I can think of a number of circumstances under which a person, or a class of persons -- ordinary citizens, would qualify for some form of protection. Protection that is not available from any entity other than a government body, i.e.:

Various minorities engaged in lawful, peaceful demonstration;

Witnesses that must testify in public;

Persons threatened with harm from spouses, stalkers, etc,;

Etc., etc.
