China Foreign Debt Is Still Manageable

China's total foreign debt is under US$140 billion (16% of GDP). Short-term foreign debt is around US$20 billion (14% of forex reserves). The official statistics, though, do not capture all the foreign debt embodied in borrowings by offshore subsidiaries of Chinese companies, leasing arrangements, return guarantees to FDI, and derivative contracts. If everything were accounted for, China's foreign debt would still likely be manageable.
