Why are state and federal cases being heard simultaneously? Seems to me a bit....unusual. Not to mention expensive.

As far as I know the principle of double jeopardy doesn't apply to civil actions (any lawyers out there?), but even so, it's difficult to see the point of bringing two separate suits against the same people for the same alleged offenses.
