Without veto override, Congress can't appropriate what Clinton will veto. Right?

That's the other side of the coin, Les, but you were talking about Clinton spending $20billion dollars somewhere. He can't veto his way into spending $20billion dollars, can he? My guv can do stuff like that, believe it or not. He can write his own numbers into the budget as part of his line item veto. I've never heard of anything like that at the federal level, though.
