He can threaten veto and government shutdown into trying to embarrass his opposition. He pulled the same maneuver in 1995 to salvage his popularity. Since the misperception was out there in the public that the Republicans shut down the government and that they did nothing on the budget for 7 months, he was negotiating at the 13th hour to try to get pork for his constituents and his party members.

re: 2. Protect Social Security - Clinton just spent $ 20 billion of "surplus"

It's disingenuous to suggest he is the one to save Social Security from insolvency when he spends one-third of the "surplus" without offsetting them with cuts in other programs.
