Well it appears to me that there is no specific universal law governing this per se. I think it depends upon the Articles of Incorporation, and the company by-laws, and the states of incorporation. In states like NV (where PRWT is incorporated) there is great latitude given the Board of Directors with little liability recourse by minority shareholders. (See sos.state.nv.us

While I grant that it is a syllogism to conclude that because the symbol changes, and FGRX when it changed did a reverse split, that all symbol changes do reverses, I do find it a recent phenomena, maybe just a coincidence, that there have been two penny stocks recently that have changed their names one day and done a reverse split the very next. In the case of FGRX, if you have followed that stock, there were even vehement denials that a reverse was contemplated.

So I only raise the issue because it made a powerful connection with something that I have seen elsewhere quite recently. If George is preparing people for a symbol change, then I wonder if there is another shoe to drop on this.
