GOOD volume yes, but not much appreciation which means someone is selling into the volume. As far as waiving the fee, this could be a desparation measure since they aren't signing up as many as anticipated and they want to get as many on board as possible since there is a lot of competition and the supply for licensees is limited. But if their income share is higher (>50%) than with the paying licensees they will make up the $100K quickly and make more in the long run and get as many on board as quickly as possible, sounds good.
