As far as market reaction goes, the new COB seems to be a non-event. ICST went up +1/8 on 25% of a normal day's volume.

The non-response seems to point out a typical problem for many companies. The longs and the shorts of ICST know about the news, but the new money (i.e., the investing public who don't own ICST) have no reason to pick up on the stock. If they see the news at all, they have no idea about its possible significance.

The Investor Relations Department at ICST needs to have a way to get its name out to people who, when they think of chips, don't get much below the ALTR, CY, LSCC, VLSI level of company.
