Your right there is a POSIX system available for NT. Is not in NT by default. By the way i think its only available for NT 3.51 (I could be wrong about this). I think it has only passed POSIX.1 (but no other POSIX level) for ver 3.1 and not for 3.5 (could be wrong here too).

POSIX does not guarantee an app is binary compliant, just source compliant which makes it a complete joke. On NT, it has some minor limitations like.... POSIX subsystem itself does not directly support printing..and..POSIX.1 specification does not have a requirement for access to remote file systems so you have to use Win32 to access remotely connect file system....POSIX applications have no direct access to any of the facilities and features of the Win32 subsystem, such as memory mapped files, networking, graphics, or dynamic data exchange...
