I really don't know what you mean by saying that external modulation of the continuous wave laser is Silkroad's advance. Nearly all longhaul WDM is performed with external modulators (usually Lithium Niobate devices from Uniphase) for the very reasons you cite. It is not the external modulation but the means of modulation (and demod) that is presumably Palmer's invention.
