Oh, if it's not the FCC the Telco's will find a way:

Prior to this month it cost $19.95 for unlimited internet access via GTE.NET

gte.net

"In order to continue to provide high quality Internet service, we have made some changes to most Internet access packages, including ISDN and LAN ISDN. The modifications to these packages will be effective after November 1, 1998:

ALL Dial Up Internet Access Members:
Your current Internet access rate will remain the same, however unlimited usage will change to 100 hours online usage per calendar month. Additional usage over 100 hours will be billed at $1.00 per hour*. All other service features will remain the same....

Historically, only 8-10% of our members use more than 100 hours per month, however, this relatively small portion of our member base utilizes over 65% of our network traffic each month. With this in mind, and with the desire to continue to keep our premium Internet access at an affordable price, we have chosen to implement this new usage based pricing structure. "
