What makes me think it could happen is the value contribution of SCM vs. ERP. It is not very hard to cost justify a SCM system. The purchase cycle is usually less than a half year (at least that's what I read). I sense that the purchase cycle is lengthening in ERP (at least from the Bear Stearns research note posted last week). So if SCM can figure out how to build a lot of ERP functionality into its software, look out.

But incumbancy both in Washington and computer systems is very hard to overcome.
