I know about and am not especially happy about the universal service fee that goes to the Internet fund, if that's what you're talking about. But in the grand scheme of things, if we charge every American $5.00 to link up all schools and libraries on the Internet, I don't think that's such a bad thing. If you didn't have a fund for that, the only school systems with Internet access would be the ones with wealthy real estate tax bases.
