Since the RS is a longer term calculation, the lower numbers for AMAT probably reflect the lousy year for equips relative to the overall market, up until now. The RS can go up if AMAT goes up, but can also go up if AMAT goes down, but the overall market goes down further.

Or, put another way, maybe the low RS numbers mean that Wall Street really did understand that this dip is more severe than 1996.
