This does sound odd, but it's true !

The Portola requires fast AGP 4x buffers - but the Whitney doesn't since the graphics are emebedded in the chip set.

Thus, the I/O buffer designs for the Portola took a little longer and had to be added after the core was completed. By that time, the Whitney was also completed (or nearly so) and ready to tape out.
