The core of the allegations against Milken were that he conspired with Ivan Boesky to illegal park securities. That is hold some stock for Boesky (who was a known felon of the highest order) so that Boesky didn't have to reveal that he held over 5% of the stock of the company in question. The feds wired Boesky, who had turned state's evidence, and got basically nothing. Milken tried to brush him off, imho, but all the language was vague.

The other violations were similar parking of stock allegations.

I mean during this period there were people that were literally in the deal flow and opening offshore accounts to trade on insider information. Dennis Levine comes to mind.

Boesky paid off people with suitcases of cash.

Milken was certainly guilty of hubris, but they haven't legislated against that yet. Guiliani had his eye on political office. RICO doesn't come close to this.
