I took a stab at it because of some recent articles I read (which I'm still trying to find the links to!) but I believe like you that the numbers are way too low.

It would be nice if we had a hard source that we could trust!

Remarkable improvements have occurred in voice over the Internet and especially over
IP-based private networks, and these will continue, improving the quality of IP
telephony. But the share of the voice market claimed by Internet service providers,
though growing, is not significant-various analysts predict worldwide revenues for IP
telephony service providers in the neighborhood of $2 billion to $8 billion in five to six
years (by comparison, standard telephony service worldwide drew revenues of $495
billion in 1997, according to the International Telecommunications Union, which predicts
total spending of $850 billion by 2005).
