The sense I got of the article was certainly more negative than the snippit you quoted. Commonsense tells us that Japan will continue dumping steel for as long as it is advantageous to do so, for the sake of its domestic steel industry. And Clinton has to be somewhat reluctant to act quickly. Moreover the direction of RECY's stock movement tells us that the market also sees more gloom ahead. The question is will the price stay above .8125 and if so, why? How can they make acquisitions when the price is so low? And how can they make a profit with current operations? Many people out there are doubtful. The major problem for RECY is to show the market that it can ride out the storm, no matter what its duration.
