[if I were sovereign King of California] I would personally amend your gas tax scheme to be flat, not progressive. Say an even $3/gal to put us in line with import-only economies like central europe or Japan.

I would be frankly amazed if price pressure alone would cut national petroleum use in half. Let's not forget that private autos are only a piece of the pie. Trucks? Diesel trains? Jetliners?! Power stations, a lot of which burn petroleum?
Does anybody know/remember what the oil price shock of '73 did to petroleum consumption? Would it be reasonable to assume the effect could be scalable?
