I dug up the notes from the conversation I had with the T/A...his name's Matt Troster...732-872-2727...

according to our conversation (2 months ago???)....

there were 21,068,592 Out Standing Shares...

and the Public Float was 8,588,592 (to which when I questioned Calkins about he said 4M were locked up, in litigation)

Last time I spoke with the TA, it was how Calkins described it. But alot can change as the size of the float is reliant on many different individuals, whose shares are unrestricted. Add to that the latest acquisition and the means necessary to finance it, there is likely a legitimate source for these shares.
