I don't understand why Lockheed-Martin and before that AT&T would do nice things for Intel. I don't think it is even legal for them to make uncompensated gifts to private corporations. I used to work for the AEC and we gave the contractors hell, although we were sometimes overridden by the politicians. If you actually have some facts on unjust enrichment of Intel, I think you might have a profitable suit under the Federal False Claims Act. Good luck on it!

What are/were these tech transfers?

Please list ALL of the NUMEROUS ones that you mentioned.
