Most likely CHINAPOST has a within their RFP called for a single PRIME which is LU and the rest are SUBCONTRACTORS. I do not believe CHINAPOST has the ability to undertake the functions of SYSTEMS INTEGRATION which is the responsibility of the Prime.

SUBCONTRACTORS are more likely chosen on the basis of the TECH specs, price and Financial credit they or their Govt's were willing to put up.

This is a Contract for a single stage. Other stages will follow and the mix of players could be different.

NN has worked with China Post for years. China Post is indeed the integrator and NN's been a prime supplier for TDM and now ATM.

I had a long conversation with NN on Wednesday and I'm certain if you'd do the same you'd get your questions answered and not have to speculate.

Incidentally, the prime did not go to LU. It went to NN.. They are the exclusive supplier for China Post's backbone.
