I own (x) shares of Lucent which were spun off from (y) shares of T a few years back. If I sell LU now, what is my cost basis? (I still own (y) shares of T.)

A Contract is a legal document. Are you suggesting that there was one document and the 3 parties NN , LU and ASND had to sign the same document.

Incidentally PRIMES are not required to have Eqpt. Instead they are qualified on the basis of the Financial Assets, past accomplishments , Project Mgmt skills and their ability to respond satisfactorily to an RFP for the whole project.
