Yes (http://www.jp.dell.com/jp/index.htm), but it is in Japanese only.

Looking at the pictures, I only see Dell products, but there was an announcement (posting?) earlier that indicated Dell was selling non-Dell products over the web in Japan. I'd appreciate anyone posting more specific information.
