Doug, All you've provided has been very well put, but... >>In such projects as described above which run into Billions, no prime acted as OWNERS rep.<< We weren't [or at least I wasn't] discussing a Moon Shot here, or a major airport project, rather, we're talking about integrating a couple tens of millions of dollars worth of "goods." Perhaps at some point it will grow to the proportions you've cited. A good refresher, nonetheless. Thanks for the reply. Frank C.
