Minor detail, but the entity holding the domain name absolutely owns the web site. That entity can "move" the web address to whatever server he wants, whenever he wants by simply submitting a domain change request. In this case, NM can move it anywhere, anytime. CD cannot do a darn thing about it. That company (NM) paid money for that name, and really does own it.

If CD is the recipient of this revenue, IMHO they should quickly gain control of the domain name.

CD may own the technology used on the web site... but they do not own the domain name used to get to the web site.

There is obviously some kind of deal between these two, but NM is the proud owner of the e4l website (BTW - note that the email address of the registrant for the name is webadmin@quantumtv.com - another NM website). This email address is the only address that can make changes to this domain name - thus fully controlling the domain name).
