There's been speculation that AirTouch might merge with the United Kingdom's biggest wireless firm, Vodaphone PLC. Would that be a good move?

Ginn:

I can't comment on any aspect of Vodaphone or any potential partner. But, as a general question, there are strong incentives to look for economic arrangements that give you a competitive advantage as the industry globalizes.

How has AT&T's Digital One rate plan affected the industry?

Ginn:

It's interesting to see the market leader also elect to be the price leader. It's changing the industry. It puts at risk high-usage customers, those who travel around the U.S. on a constant basis. Its big implication is the competitive need for having a broad geographical (network) footprint.

There are going to be four or five national players, some strong regional competitors and a few local carriers that offer a very distinctive service. You have to decide which one of those you want to be. Our ambition is to be a national competitor.

FWIW, I would say ATI is a regional player right now, as it has almost no presece in northeast and spotty presence in mid-atlantic and southeast
