Mot of Clinton's tobacco tax proposal died after he diverged from the main premise of using the taxes to pay for health costs. California recently passed a referendum to increase cigarrette taxes to fund education programs and another education bureaucracy. It's the fault of both parties as to how the money is being used. Why not just ban tobacco products? If they were really trying to limit smoking, they would've regulated the level of nicotine in cigarettes in order to reduce their addictiveness.
