If they were really trying to limit smoking, they would've regulated the level of nicotine in cigarettes in order to reduce their addictiveness.

Like the cigarette companies metered it to assure its addictiveness? Are you advocating government regulation? The FDC was trying to get jurisdiction there, but they got shot down in the courts, didn't they? Wouldn't you need new legislation to get past Jesse Helms to do what you propose?
