It is a combination of both. They can not arbitrarily set a price without some reasoning behind it. Companies that trade (even non-reporting ones) have to submit information to the market makers so they can set prices accordingly. This is not to say that this is the only vehicle MM use. They use a combination of factors.

1) Company submitted information
2) Public information
3) Supply and demand
4) Competition from other MM

The volume over the last few months has been considerably low in comparison to the outstanding shares. This is not an indicator of a company dumping shares.
