Only thing I can think of is Tucows, which is not organized just a grabbag of what is out there. That would be one way to advertise. It would not be hard to get programmers to join. What do they have to lose? What many of them need is a beta base and feedback. One the bugz iz on the run they got a loyal following and word of mouth over a wide area.

There is a rewards-based system at Fred Fish's collection.
Small rewards for development projects, funded by his distribution
of CDs. ftp.ninemoons.com BeOS, Linux. I haven't visited there lately - last try didn't connect.

The GPL and BSD licenses are fine - BSD preferable; one license I saw for MySQL seemed very pernicious: ANY derivative work based on the Program or on parts of the program had to be offered for no cost (over distribution cost).
