O/T Social Security in Japan

I saw a Japanese news broadcast about their Social Security crisis. They currently have a 24% payroll tax. In order to keep the program going, they're proposing moving back the retirement age from 60 to 65. They had some young guy, office worker, I guess, asking "What will I do for 5 years?". One of the other proposals was to raise the payroll tax to 33%.
