Just trying to relate your ideas back to Open Source, which is an integral part of Linux (remember the thread title).

I like some of your ideas about separating the administrivia from the programming. I'm just having trouble seeing where the value-added part of the equation fits in. What would be offered to the programmers that they can't (or think they can't) offer by themselves. Web-based advertising and distribution is not exactly a high capital or complex endeavor. And, if the value-added is brand-name recognition and/or technical support, then there is nothing preventing that from being done for Open Source products.
