IMO, this is due to the RBOCs big reduction in spending for that area for the last two years. This was done deliberately so the RBOCs could manipulate the courts to slow down the deregs that permit clec competion. By reducing spending, they slowed down the xDSL deployment and consequent development that would have given the new competitors equal access with the superior and cheaper xDSL products.
The RBOCs could lose tens and even hundreds of billions in bussiness in the next tend years. I believe that the Gov. will force the deregs through next year and the RBOCs will open the spigot. This will benefit all xDSL cos. and we should see tremendous activity beginning in the second Q of 99. Again, beware of my lack of timing in the past.
