at the start up, the screen blips black right before the DELL logo comes on

Your Dell computer must have an AMD processor in it. Intel boxes never do things like that.

This almost sounds like Windows 95 isn't booting up properly - and it "hangs" during the boot sequence.

I've seen this behavior before - my Windows 95 seems very sensitive to what files I include in my start-up folder, etc.

I was describing my actions - not really advising anybody to buy or sell.
