So by extension would you say that 401k's were savings accounts?

I agree with what you are trying to get across in that there may be some over-glib interpretation of what the numbers mean. But the number itself is axiomatically fraught with problems. No matter what is defined as "savings", it won't suit all uses of the number. There is a broad range from demand deposits to lottery tickets, and at some point the vehicle is speculative enough to not consider it savings.
