In general, press releases may occur at any time. I believe company policies vary somewhat, but the general rule always holds: If you have material information which is not public and which may impact stock prices, you cannot buy or sell the stock. So if you're in the process of drafting a press release about something important, you can't sell.

Most companies have pretty tight rules on selling by "important" insiders which go far beyond the "quiet period" rules. Usually there's only a small window of opportunity, and usually the person has to decide to buy or sell ("place the order") well in advance.
